Update for dumping of GeoModelXml clob

Nicholas Styles requested to merge nstyles/athena:master-clobDumpUpdate into master

Move position of clob dumping to after path replacement for .dtd file has taken place. This will give a more accurate picture of what is actually then read in by GeoModelXml.
