TileConditions: Check G4 versions compatibility for Tile sampling fraction

Tile sampling fraction is stored in DB and it depends on Geant4 version used to calculate them.

Tile conditions algorithm used to load sampling fraction from DB has been updated to check that G4 simulation versions is the same as used to calculate the particular set of sampling fractions loaded from DB.
