RatesAnalysis: Pass express prescales to the script and to its result

Aleksandra Poreba requested to merge aporeba/athena:rates-express-stream into master
  • read express prescale from the passed prescale files to RatesAnalysisFullMenu script
  • save calculated express prescale rates to metadata, and in post processing to tables
  • to be updated after express prescale is available in AOD (TrigConfData/TrigConfData/HLTPrescalesSet.h)
