AFP alignment constants from DB

Petr Balek requested to merge pbalek/athena:AFP-reco-align-const-DB-v4a into master

Adding reading from the DB to get alignment constants that are used for AFP Si cluster reconstruction by AFPSiClusterTool. (The relevant DB-reading tools were already implemented before.) Also contain the correct python setup. Works for both data and MC.
