Filter el &mu from PFlow inputs to jet AND switching Jet & Isolation to new config in CombinedRec

This MR makes change the inputs of empflow jets to be the "global pflow" objects which are just filtered pflow objects. This requires changes to event density calculation and thus impacts also the isolation algs, MET and Taus.

Some parts of the config (jet & isolation) are still in runII style and get also impacted. It would be quite complicated to cleanly arrange everything in bot runII and runIII style, so I'm switching the Jet and Isolation config to runIII style in CombinedRec.
