Remove unnecessary access in the conditions DB (ATLASRECTS-6907)

Soshi Tsuno requested to merge stsuno/athena:atlasrects-6907 into master

During the migration between old and new format of the conditions DB, the new algorithm was capable to read the old format as well.

But this is not necessary any more, thus deleted.

This should not affect any results.
