Restructuring of Tracking/Acts

Noemi Calace requested to merge ncalace/athena:master-restructure-trk-acts-repo into master

The new structure foresees packages dedicated:

  • ActsTrkEvent: Event Data Model
  • ActsTrkAlgs: Implementation of algorithms to be used in reconstruction
  • ActsTrkTools: Implementation of tools to be used in reconstruction

Several packages will be added under Algs and Tools, to separate the different data preparation and tracking stages.

I have also removed Acts from the name of classes, tools and algorithms, while maintaining the ActsTrk namespace (which is also referring to the new structure of packages).
