Update names of decoded containers in L1MuonSim

Updating the names of the containers for the data decoding used in the L1 muon simulation to be unique compared to the names used in the HLT decoding. Having the same names was causing some conflicts ind ownstream algorithms. Also removing the RPCPAD container from the muFast data verifier except when running in inside-out mode since it is otherwise produced in the event view by the decoding algorithms. Fixes ATR-25268, and the most recent errors in ATR-25233.
