xAODEventFormat: Add a CA style configuration for EventFormat tools

A CA configuration to manage EventFormat. It adds a metadata tool to propogate EventFormat from the InputMetaDataStore to the MetaDataStore. It also adds a stream helper tool to generate a new object for the output stream. The configuration is called from the output stream CA configuration.
