Avoid histograms with no name in DQ

Peter Onyisi requested to merge ponyisi/athena:master-dq-no-nameless-histograms into master

Online DQ noticed some MDT histograms with empty names (apparently missing in the offline world). Change the histogram registration code to prevent such histograms being added.
