IOVDbSvc: Set the DelayedConditionsCleanerSvc RingSize to twice the number of concurrent events

By default the RingSize for the DelayedConditionsCleanerSvc is 100 events. This MR sets it to twice the number of concurrent events hoping to help w/ the conditions memory usage. Let me explicitly tag @ssnyder in case he wants to comment.
