MuonCombinedConfig: fix running from ESDs in test, and configuration tweaks

With this MR, we run from unslimmed tracked in the p7 format, which means they have functional cylinder surfaces

Also a work around for a bug in how CA adds EventAlgorithms (see https://its.cern.ch/jira/browse/ATEAM-825), related to MuonSegmentCnvAlg.

And a work around for an unconfigured public tool I haven't yet tracked down.
