fixes for SystematicsCache in 21.2

Nils Erik Krumnack requested to merge krumnack/athena:systematic_cache_patch into 21.2

For 21.2 the return type of applySystematicVariation() needs to be different. And the hash object for SystematicSet needs to have a const operator.
