New MCP calibration tool

This MR adds a rewrite of the MCAST tool.

The new tool is splits the original tool into multiple subtools, each for one type of correction. Furthermore, there is built in support for one tool supporting multiple years, rather than the need for the MuonPeriodTool.

The input format for the recommendation have changes from a hard coded text file to a eta/phi histogram. This add flexibility to use any eta/phi binning, rather than be restricted to the MS detector geo.

Additionally support for all pre-rel 21 is dropped from this tool.
