Expend IDPVM hit decorations for ITk analogue clustering optimisation.

The InDetPhysHitDecoratorAlg is disabled in most workflow, except when IDPVM is run with detailed hit plots enabled or with the new flags.ITk.Tracking.writeExtendedPRDInfo introduced in !52240 (merged) set to True, for local productions. The extra variables introduced are necessary to derive new analogue clustering constants for ITk.
