enable to always use the ASD position parameter at the TGC Digitization

enabled to always use the ASD position parameters in the TGC Digitization to calculate the timing offset and the bunch identification.

Since the condition DB folder was available since OFLCOND-MC16-SDR-RUN2-08 of the global tag, a different global tag version needs the explicit tag. The better calculation and future updates (!52022 (merged)) need this position parameter which needs to change the reference output.
