TauAnalysisTools: make dedicated dictionary for enums

Hello,

This MR is splitting the TauAnalysisTools dictionary into a dedicated lightweight dictionary for enums, and one for the rest, to avoid excessive memory waste reported in ATLASRECTS-6971. I also harmonised the enum names a bit, to follow the recommendation (start with capital letter).
