Run 4 100 GeV single muons IDART

Louis-Guillaume Gagnon requested to merge lgagnon/athena:run4-mu100-idpvm-art into master

This MR adds an IDART test in run 4 configuration. Two dcube output directories are created: one comparing against a reference 21.9 set of histograms, and one nightly-to-nightly comparison.

Once this one goes in, a bunch more will follow (e.g. ttbar with run 4 pileup)

Keeping this "Draft" until:

  • the reference files are properly synced to cvmfs such that I can run a proper test.
  • we decide where to stick the "ITkOnlyReco" preinclude. I've put it in InDetConfig for now, not sure if it's the best place or if such a preinclude already exists (@tstreble ?)
