Use only vtx tracks within the Roi for the tau vertex analyses

Offline vertex uses track from the full detector, but we are processing only the tauIso Roi so only have tracks in a narrow Roi. This enables a flag to restrict the offline reference tracks on the vertex only to those within the Roi
