Bugfix for HGTD reco
This MR provides a fix for an issue in HGTD reco (CI crash introduced in !52734 (merged), but not caught until after merge as enabling of HGTD reco config happened in parallel through !52697 (merged)) in which the tools were not being configured/initialized properly. Also re-instating HGTD reco configuration that was turned off in !52759 (merged) as a temporary solution to fix the CI.
