TrigTauRec: introduce jobproperties flags for tau trigger

This MR is introducing old-style flags in the tau trigger tool configuration. This will be very useful to deploy and test Run3 calibration files via a preExec. To be replaced with AthConfigFlags once we move to the component accumulator.

I streamlined the RNN tau ID configuration to use a same setup for regular and LLP tau ID. The appropriate calibration files are set according to the 'doLLP' flag. I also dropped the 'doRNN' flag, as it's redundant (doRNN = not doLLP).

No change in counts is expected.
