skeleton.HITtoRDO.py: Don't schedule RecoTimingAlg in MT mode

The RecoTimingAlg does not make any sense in MT mode. Do not schedule it in HITtoRDO jobs when running with NumThreads>0

May require update of reference files, let's see what the CI says ...
