add TBB dependency to library

Nils Erik Krumnack requested to merge krumnack/athena:sys_cache_tbb into 21.2

Needed to make users pick up the library needed for SystematicsCache. Since that is a header-only class this didn't show up in linking this package itself, but only once users started to use that class.
