Muon Combined Reconstruction - Augment the commissioning chain to MuidCo muons

Hi everybody,

this MR augments the EMEO chain to the stage of MuidCo muons. MS tracklets reconstructed in the EM/EO stations are combined with the inner detector to give a full combined muon measurement but without the endcap innerstation.
