[TrigP1Test] Fix and add missing noL1Sim tests

Workaround for ATR-25459:

• disable two cosmic_id chains in any test running PhysicsP1 menu with forceEnableAllChains=True and doL1Sim=False

Patch gaps in Trigger testing which caused only one test to catch this issue while it should be more:

• add ART-local and ART-grid tests with PhysicsP1 menu and "noL1Sim", no other unusual settings (like the runStopRun test)
• add forceEnableAllChains=True in the "noL1Sim" tests where it was missing
