infrastructure for NSW MM passivation

This MR adds the necessary infrastructure for applying the passivation conditions data for the MM (NSW) detectors. It adds not only the relevant conditions algo and data containers, but also the client changes, in particular it updates the relevant function insideActiveBounds in the MMReadoutElement module where both the horizontal and vertical passivation is applied, using the data from the conditions DB.
