Updated RIOonTrackTool ITk config
While setting up the configuration to switch between the ITk analogue/digital clustering, I noticed some discrepancy in the configuration with respect to what was run in 21.9 and the configuration for the Run 3 reconstruction, which was used as a basis for the ITk reco in master so far.
In details, a so-called ITkPixelClusterOnTrackToolDigital (still using the analogue clustering cluster positions and error but without any NN/Truth-based cluster splitting) and not using the SplitClusterAmbiguityMap was used in the combinatorial track finder while the ITkPixelClusterOnTrackTool (using the analogue clustering cluster positions and error + truth-based cluster splitting + SplitClusterAmbiguityMap set) was used for the track fitters. This is also the configuration used for Run 3 reco. In 21.9 instead, the same version of the PixelClusterOnTrackTool was used in all cases.
This MR restores the 21.9 configuration (and introduce a configuration for the digital clustering, to be used when new analogue clustering constants are to be derived).
