correct errors in AFPMenuSequence

replace conf2toConfigurable with more general algorithmCAToGlobalWrapper to make code executed within _HLT config functions available in its entirety. In particular the code manipulating SGInputLoader did not get transmitted from the functions and broke the AFP HLT tests. ATR-15719, tagging @pbalek, @saclawso
