LAr db fixes

Pavol Strizenec requested to merge pavol/athena:LArDB_fixes_1 into master

This should bring the tools and scripts used for LAr conditions updates up-to date. Also the uploading commands are changed after migration of COOLOFL_LAR schema to ATONR. This code is not used in standard reco, only in jobs preparing the LAr conditions, so do not preetend to be MT safe (yet).
