Update sTGC digitization to keep pad and wire charge

Since the early days, the charge of pad and wiregroup channels is discarded and replaced by -1. However, the value is available. With the introduction of calibration services, it is more beneficial to keep the charge to avoid distinguishing pads, wiregroups and strips.

Pad and wiregroup channels with small charge are discarded, reducing the size of the RDO container.
