TileConfiguration+TileMonitoring: Add possibility to switch on Tile timing histograms

Tile flag has been added to allow switch on production of timing monitoring histograms per channel. Tile Jet monitoring algorithm has been updated to use this flag to manage production of timging histograms per channel.
