TrigTauRec: replace TrigTauFlags with new-style flags

Frank Winklmeier requested to merge fwinkl/athena:trigtaurec into 22.0

Replace the usage of TrigTauFlags that were introduced in !52796 (merged) with CA-style ConfigFlags to avoid that the two configurations go out of sync. Also update the flags to their new values.

@martindl, we should really avoid introducing old-style job properties at this point.
