Separate the old ID Trigger legacy monitoring from the new monitoring configuration

The old monitoring was in the terribly names TrigIDtrkMonitoring package

For convenience, the new moniotring code was also added to this package, although IDtrk is a non standard snippet, so to facilitate the migration to using something more standard such as TrigInDetMonitoring, the new monitoring parts have been moved to a new package.
