change default of TGC-EI coincidence map to v07

This is to change the default setting of the TGC-EI coincidence map from v06 (2015 setting) to v07 (2018 setting). This is just for commissioning purposes, and we will switch to the condition database at some point (WIP) instead of this hard-coded default setting.
