Update the collisions han config for muon trigger

Moe Wakida requested to merge mwakida/athena:MuonMonHanConfig into 22.0

I want to merge this change into 22.0.

This MR is a new MR inherited from !50797 (closed) . I would like to merge this MR by the deadline for 13.6 TeV on 8th June. The test webdisplay is here: https://atlasdqm.cern.ch/webdisplay/test/34/physics_Main/run_360026/run/
