Draft: Switch ZAFB L1Topo trigger from jJ to jEM: ATR-18966

Teng Jian Khoo requested to merge khoo/athena:TMMT-ZAFB-jEM into 22.0

Uses jEM forward electrons as input to ZAFB L1Topo algorithm in menu. This ran and successfully passed L1 events in MC.

Question to L1Topo experts @jodamp, @orlando, I did not apply any isolation selection on the forward EM item yet, which @blumen had proposed here. Where is the right place to do so, in the sorting alg? Seems like the logic would need to be added to the C++ there.

We also have no version yet with both jEM legs -- I expect that we don't add the forward-forward version until there is an opportunity to find space in the firmware?
