MuIdCombined - Insert chi2 checks in the track selection

Hi,

the error optimizer is one of the steps during the final track building. The input track was automatically exchanged by the optimized one. However, during the debugging of the eta holes, I've seen super rare cases, where the optimized track performed worse.
