TrigTauRec: adding config flag for online tau ID WP target efficiencies

Hello,

This MR is introducing two new flags corresponding to the target efficiencies of RNN Tau ID working points used in tau triggers. It's a vector of vector, [ WP_0p, WP_1p, WP_mp ], where e.g. WP_0p = [ VeryLoose, Loose, Medium, Tight]. I have introduced 2 flags to control separately the working point efficiencies of regular tau ID and displaced tau ID, although currently they are the same.

The MR should not change trigger counts.

Adding the urgent flag as this could be useful/necessary for urgent validation tests over the week end.
