Update of TGC BW CW to v05

Masato Aoki requested to merge masato/athena:22.0-masato_TgcCwV05 into 22.0

This is to update the default setting of the TGC BW coincidence map from version 04 to 05. This update improves the efficiency of level-1 endcap muon triggers at a high pT region (>80GeV) by 2%. Note that we will switch to the condition database instead of this hard-coded setting in near future (WIP now).
