trigEGam : Add chains below Shifter folder and fix monitoring lists

Edmar Egidio Purcino De Souza requested to merge eegidiop/athena:addChainsOnShifterFolder into 22.0

This MR is to update the chain lists based on pp menu and put all chains below the Shifter folder. A next MR will be sent to update hanconfig based on the changes made here. ping: @safarzad , @cjmeyer , @jodafons , @fernando and @ebergeas .
