Improvements to Jet Monitoring in DQ Web Display

Major improvements to Jets DQ Web Display configurations:

  1. Some folders which were not available during the reprocessing have been added (energy by layer, central jets, constituent scale, etc)
  2. Added dam_algorithms for jet plots. This was missing in Run 2 and only partially implemented to now.
  3. DQ algorithms work for all Jets plots. All folders return a value.
  4. Copy new run config to minutes10 and cosmics configs, since those still had Run 2 histogram names.
