Master ctp mon dq run3 hotpatch22

Remove wrongly set missing CTP fragment flag - which is annoying for our on-calls

updated the run-configurations in the steering python file also - and fixed/swapped an info printout in there too

replacing: !54357 (closed)

not very visible where to change the branches - but now I know where - thx Peter
