Add looser electron triggers for startup

Savanna Shaw requested to merge sshaw/athena:egamma into 22.0

Adding lower pT/looser ID electron triggers to be able to measure the single electron efficiency during the start of data taking as requested in ATR-25744.

cc @safarzad and @cjmeyer for info and @shanisch to note that we added the t0 monitor groups to these chains so the efficiency can be monitored during the lower luminosity of the start-up period.
