call the legacy L1Calo JepCmxMonitorAlgorithm for L1Calo

The migrated legacy L1Calo monitoring algorithm JepCmxMonitorAlgorithm has been available for a while. We realised only now that the routine was not being called in the monitoring. The call to it is now added.
