Updating the electron ID for run-3 data taking

We're updating the electron ID after it has been re-optimised in rel 22, see ATLASEG-235.

WIP since we're still waiting for the config files to be copied to the group area, see ATLINFR-4599. --> these have been copied and I removed WIP

The MR also updates the ID used in derivation production.

I'm also mentioning @cjmeyer and @safarzad. If you want to update the ID in the trigger monitoring we'll need to update: https://acode-browser1.usatlas.bnl.gov/lxr/source/athena/Trigger/TrigMonitoring/TrigEgammaMonitoring/python/TrigEgammaMonitoringMTConfig.py
