Fix crash and improve messaging for chain group checks: ATR-25767

Teng Jian Khoo requested to merge khoo/athena:TMMT-wrongLabelTopo into 22.0

Avoids crash in validating menus when the first (or only) chain is multi-seeded at L1. Also reshuffles the messaging to be easier to follow.
