Adapt format after NSW Mon flag was added

The MUCTPI format changed slightly to make space for the new NSW monitoring flag and the Overlap flag was moved by one bit and the reserved trigger bits are now 18 and not 19 anymore (also shifted by one bit) Screenshot_2022-06-24_at_15.55.31

N.B.: this MR is identical to !54509 (closed) - just adding this one to speed up 22.0 inclusion as it could affect L1Muon-DQ
