Changed default tools name in CA for STEP_Propagator and TRT_DriftCircleOnTrackNoDriftTimeTool

Some tracking private tools in the CA configurations were set up with a default configuration but a non-default name, making debugging non-trivial in some cases. This updates the configuration to solve this. No change is observed in q445 CA outputs as expected.
