Changed track selection criteria in pusup HMT chains

Tomasz Bold requested to merge tbold/athena:change-online-track-count-selection into 22.0

Changes tracks selection in pileup suppressing HMT chain from |absolute distance| < threshold to |absolute distance *sin(track polar angle)| < threshold. That would accept forward tracks more easily.
