[trigEgam] Update HLTegamma hanconfig for Run3

Edmar Egidio Purcino De Souza requested to merge eegidiop/athena:updateEgammaHanConfigRun3 into 22.0

This MR is to update the collisions HLT egamma hanconfig to Run3. Regex were used to map electron and photon chains to all subfolders produced by the TrigEgammaMonitoringMT framework. Discussions of this implementation are in the JIRA ticket ATR-25216 / ATR-25596 .
